The main body of Seal Beach consists of many neighborhoods.</p>

<p>Don “Waldo” Autry, was a well-known skateboarder and high speed motorcycle rider in his day and was the subject of many skateboarding magazine articles and made a few film appearances showing off his high risk talents.Autry, who friends said had been missing for about three days, was found dead last Wednesday in his van in Seal Beach. He was 55. The Orange County Coroner’s Office has not released an official cause of death to the Sun.</p>
<p>Autry’s death came before he was to be seen in a skateboarding film (“The Signal Speed Run”) being shown on the Cal State Long Beach campus’ Walter Pyramid on Sunday.Autry had competed in the first major skateboarding event in the 1970s on Catalina Island. He had said he had wanted to compete in the new versions of the event that took place last year on the island. He said he felt up to the challenge, but he did not have the time to pursue the training or logistics of getting to the event.</p>
<p>Autry grew up in North Long Beach and honed his skateboarding skills riding his board for hours on end along the Los Angeles River bed.Friends said that Autry’s daring stunts inspired a generation of skateboarders who went on to fame and more fortune than he was able to see from the sport.Friends described Autry as a fearless, happy go lucky guy who made friends easily.Memorial services are pending.</p>

<p class="NS_qhi0gmx7x">A decades-old funding agreement with the state effectively handcuffs the city from banning fishing on the pier. Nevertheless, city leaders are looking for ways to tackle the problem of fish guts and scales encrusted on the wooden pier.</p>
<p class="NS_qhi0gmx7x">“The City is required to maintain safety and sanitary conditions,” said Councilman Mike Levitt. “There’s absolutely nothing sanitary about a guy who’s out there spreading his fish all over the pier, and he’s spreading fish guts everywhere.”</p>
<p>In a 1983 deal, the state Department of Fish and Game helped pay to rebuild the pier after a destructive storm while also prohibiting any kind of restrictions on fishing except when they are necessary to protect and repair the pier or protect the public safety, according to a staff report.</p>
<p>City officials have urged staff to investigate potential new fishing rules on the pier. Supporters argue new restrictions will help keep the longtime Seal Beach landmark clean and safe. Opponents argue that fishing is a local tradition and prohibitions would decrease the number of people coming into the city to spend money. However, despite the terms of the agreement, city staff said there are some options for dealing with anglers who don’t obey current city laws.</p>
<p>Some of the actions include</p>
<ul>
<li>Upping the number of volunteer police patrols that would monitor the pier for littering, smoking and overhead casting</li>
<li>Increasing the number of bait stations on the pier, so that fishermen can have more places to clean their gear and gut their catches.</li>
<li>Adding more signs reminding people of the rules of the pier.</li>
<li> “I’m not trying to eliminate fishing totally,” said Mayor Gary Miller. “I just want them (fishermen) to share the pier.”</li>
</ul>
<p><a target="_blank" href="http://losalamitos.patch.com/articles/should-seal-beach-restrict-fishing-on-the-pier">In November, Mayor Pro Tem Ellery Deaton asked staff to research placing limitations on the practice</a> such as creating specific fishing times, specific areas for fishing or issuing citations for anglers who break the rules. After the Monday meeting, Deaton said she’s pleased with staff&#8217;s work on the issue. “I’m really happy with what we’re doing,” Deaton said after the meeting. She added that the city&#8217;s actions will help keep the pier clean and safe.  “That’s all we want &#8212; a safe location for everyone,” Deaton added.</p>
<p>According to a staff report, on March 2, 1983, a storm destroyed the center section of the Seal Beach pier.  The city entered a 25-year agreement with the Department of Fish and Game on December 12, 1983. In 2007, the city renewed the agreement to help fund the replacement of the surface decking over most of the pier. Council members asked the city attorney to investigate and see if fishing could be restricted on public safety grounds. The agreement might allow Seal Beach to limit the practice as long as it’s on public safety grounds, according to Quinn Barrow, city attorney.</p>

While Seal took fourth, Sammamish, Washington took first. To hone in on the most-welcoming communities, the magazine used data from the U.S. Census, the FBI, the Chronicle of Philanthropy and City-data.com to judge metropolitan areas with populations between 5,500 and 150,000. The four main criteria they used for judging were:</p>

<li>Home ownership, (according to Forbes, studies have shown a direct correlation between <a target="_blank" href="http://content.knowledgeplex.org/kp2/img/cache/kp/1373.pdf">homeownership and neighborhood stability</a></li>
<li> The crime rate</li>
<li> Charitable giving</li>
<li> Percentage of college graduates (according to Forbes, research shows college-educated citizens typically display more civic engagement, having higher rates of voting and volunteerism.)</li>

<p>Sponsored by the Seal Beach <a target="_blank" href="http://www.sealbeachchamber.org/">Chamber of Commerce</a>, the ceremony will include prize raffles, pastries, and free samples of holiday drinks. The 5 p.m. event celebrates Coffee Bean&#8217;s membership in the chamber, which the shop joined in April, according to Manager Cheryl Ringel.</p>
<p class="NS_qhi0gmx7x">Besides increasing &#8220;community involvement,&#8221; Ringel said, the event also serves as the business&#8217;s official ribbon cutting, which the coffee shop never had.</p>
<p class="NS_qhi0gmx7x">Ringel, who has been with the business since the beginning, said she loves the &#8220;small community&#8221; feel of Seal Beach and how &#8220;everybody knows everybody. &#8220;And, she added, she loves Main Street.&#8221;There&#8217;s so many different shops, and they&#8217;re all unique,&#8221; Ringel said.  Coffee bean is at 347 Main Street in Seal Beach. The presentation included a conceptual drawing of what the park might look like.The commisioners voted 3-0 to receive and file the presentation. Commissioner Carla Watson was absent that night.</p>
<p>A staff report said the conceptual open space development proposal will be presented to the California Coastal Commission as part of the permiting process for the proposed development of residential housing on the site. Commissioner Marc Loopesko said four Seal Beach residents and one member of the Audubon Societyspoke in favor of the concept.</p>

This past July, the owners of the former Los Angeles Department of Water and Power site agreed to give the city 6.4 acres of beachfront land for a potneital park, provided the California Coastal Commission issues a Coastal Development Permit for the proposed Ocean Place housing project. If the development permit is issued, the city of Seal Beach will have to fund and develop the 6.4 acres of park land. By Charles M. It’s cold enough that each visitor will be provided with a parka. Massive ice carvings were created by Chinese artisans, some of whom have participated in the Harbin International Ice and Snow Sculpture Festival. There’s also an ice slide, ice cave, Santa&#8217;s Toyland, a Fairytale Castle, a Nativity scene, interfaith Ice Grotto and, of course, an outdoor ice rink. It all lasts until Jan. 6. 1126 Queens Highway, Long Beach.</li>

<li><strong>San Juan Capistrano</strong>’s annual<a target="_blank" href="http://www.sanjuancapistrano.org/Index.aspx?page=25&amp;recordid=3678"> tree lighting celebration</a>, on Saturday, Dec. 1, at Historic Town Center Park, will be held in conjunction with other community events. The tree-lighting celebration starts with a 4 p.m. preshow that includes a choir, orchestra and dance performances by local high school students. The main show starts at 5 p.m., and the tree lighting at 5:45. In conjunction with the tree lighting, <a target="_blank" href="http://www.missionsjc.com/activities/christmas.php">Mission San Juan Capistrano </a>will be lit up and decorated for Christmas at the Mission, from 5:30-8 p.m. The mission will host musical performances and food vendors, as well as cookie-decorating for kids. In the Los Rios Historic District, there will be free photos with Santa Claus and a free Christmas train ride. A holiday marionette show will be held on Verdugo Street at 6:30 and 7:15 p.m. Zoomars’ petting zoo will offer free admission, but charge fees for hayrides and train rides. Live Nativity performances at Zoomars are at 6:15 p.m. and 7 p.m. The Historic Town Center Park is at 31852 El Camino Real. Mission San Juan Capistrano is at 26801 Ortega Highway. <p class="NS_qhi0gmx7x">The rain &#8212; though not necessarily the high winds &#8212; will spread to the region late this afternoon or early evening, they said. Precipitation, mostly in the form of showers, is in the forecast through Monday.</p>
<p>&nbsp;</p>
<p class="NS_qhi0gmx7x">Today&#8217;s rainfall is expected to be light &#8212; between a 10th and a third of an inch, with three-quarters of an inch across south-facing mountain slopes, according to the NWS. The snow level will remain above 7,500 feet.</p>
<p>&nbsp;</p>
<p class="NS_qhi0gmx7x">Highs today and over the next several days in the Greater L.A. area will<br />
be in the mid 60s.<br />
Also expected this week is heavy surf along the coast as a result of a huge swell being generated by two storms &#8212; one in the north-central Pacific, the other in the eastern Pacific. The strongest surf will be Friday and Saturday.</p>
<p>&nbsp;</p>
<p class="NS_qhi0gmx7x">&#8220;Surf and swell conditions will be hazardous to anyone entering the water from very early Thursday morning through this weekend, with dangerous rip current expected,&#8221; an NWS advisory said. &#8220;Minor beach erosion and localized flooding of low-lying areas may also occur&#8230;&#8221;</p>
<p>&nbsp;</p>
<p class="NS_qhi0gmx7x">A high surf advisory will be in effect from 6 a.m. Thursday to 10 p.m. Saturday.</p>
